～ては成(な)らないMust not, Cannot, Should not

These are opposites: なければいけない expresses obligation (i.e. 'must'), while てはならない means prohibition (i.e. 'must not'). For example, 行かなければいけない ('You must go.') vs. 行ってはならない ('You must not go.').
