にかけてはWhen it comes to, Regarding, Concerning

Both show a relationship, but differ in nuance. に関する・に関して means 'about/concerning (A)' and attaches to nouns, e.g. 歴史に関する本 ('a book about history') or 歴史に関して書く ('write about history'). In contrast, にかけては means 'when it comes to (A)' and highlights strength or excellence in an area, e.g. 料理にかけては彼が一番だ ('When it comes to cooking, he's the best').

にかけては and にかけて share the same base expression but serve different functions. にかけて indicates a loose span of time or space, e.g. 九州から関西にかけて ('from Kyushu through Kansai'), while にかけては means 'when it comes to (A)' and introduces a topic that is evaluated positively. For example, 音楽にかけては自信がある ('when it comes to music, I'm confident').

Both について and にかけては can be translated as 'about' or 'regarding', but they differ in specificity and usage. について typically marks the topic of a discussion, question, or the like, e.g. 日本文化について話す ('Talk about Japanese culture'), while にかけては highlights someone's strength or expertise in a specific area, often with praise, e.g. 料理にかけては彼が一番 ('When it comes to cooking, he's the best').

While both can be used for comparison, their nuance differs. に対して typically contrasts two things in terms of opposing qualities, e.g. 田中先生が厳しいのに対して、鈴木先生は優しい ('Whereas Prof. Tanaka is strict, Prof. Suzuki is lenient'). In contrast, にかけては highlights strength or excellence in a specific area, e.g. 料理にかけては彼が一番だ ('When it comes to cooking, he's the best').

に取って (usually written in kana as にとって) shows viewpoint or relevance, often translated as 'to/for (A)' or 'as far as (A) is concerned', e.g. 子供にとって有害だ ('It's harmful to children'). にかけては highlights someone's strength or skill, e.g. 歌にかけては彼が一番うまい ('When it comes to singing, he's the best').

These two patterns can be relatively interchangeable when used in the pattern AからBに至るまで 'from A to B' or AからBにかけては (same meaning). However, にかけては has a separate usage, e.g. スポーツにかけては彼が一番強い ('When it comes to basketball, he's the best’) where it cannot be substituted with に至るまで.
