Both are used to complain or express light annoyance, but the tone and target differ. ってば・ったら is a casual, emotional expression often used in spoken language, and can be used after simple phrases, e.g. もう、遅いってば (‘Hey, you’re late, I’m telling you.’). と来たら① is more descriptive and often slightly sarcastic, and is typically used e.g. after a name or description of a person to comment on their typical behavior or qualities, e.g. 田中くんと来たら文句ばかりだ (‘That Tanaka, all he does is complain.’).

Both are used to single out a person or thing and comment on it, often with complaint or emphasis, but the tone differs. ったら・といったら is more direct and emotional, commonly used in spoken Japanese to show irritation or exasperation toward someone’s behavior, as in あの人ったら約束を全然守らない ('That person just never keeps promises.'). と来たら① is slightly more descriptive and observational, often used to highlight someone’s typical behavior or qualities with mild sarcasm or criticism, as in あの上司と来たら文句ばかりだ ('That boss, all he does is complain.').
