「とばかり（に）」の情報
「とばかり」は、何かが「(A) と言っているかのように」または「(A) であるかのように」行われていることを示す表現です。これは、引用を示す格助詞の「と」と、「何かが大体その程度である」という意味を持つ副助詞の「ばかり」の組み合わせです。そのため、「とばかり」は、実際にそう言っているわけではないけれど、まるで (A) と言っているかのような態度や行動を表現するときに使われます。
「と」は引用を示すため、「とばかり」はさまざまな語句に続けて使うことができます。「ばかり」の後に文が続く場合は、「に」が付いて、その後に実際に起こった内容が述べられます。
「とばかりに」は「と言わんばかり」を短くしたものです。「と言わんばかり」自体もよく使われる表現です。
この「言わん」は、否定を示す古語の助動詞「ぬ」を使った「言わぬ」から来ています。
注意点
「とばかりに」は「まるでそう言おうとしているように見える様子」を表す表現なので、通常は話し手自身の言動には使われません。ただし、文が客観的に第三者の視点から書かれているような場合は話し手について使われることもあります。

The combination of information in this sentence seems confusing:
盗賊たちが待っていたとばかりに通行人を止めたのです！
Seeming that they had been waiting, the robbers stopped the passersby!
Hint:
A formal structure, implying that something is done as if to say (A). Just with (A) acting as the trigger, (B).“Seeming that they had been waiting”…
Robbers were waitingacted as a trigger for stopping the passerby? What does that mean? The robbers thought to themselves, “hey, we are waiting (for something else) anyway, let’s stop that guy!”?Or is this about robbers being in the right spot at the right time as if they were waiting for this specific passerby.

Just read this sentence today. I agree the translation isn’t the best. I interpreted it as “as if they were waiting.”
