「あまりに」の情報
「あまりに」は、「余る」の副詞形です。「(A) の量が多すぎたり、程度が大きすぎたりした結果、(B) になる」という意味を表します。主に、(A) の程度や量が、ふつうだと思われる範囲を大きく超えていて、話し手が、「え、そんなに？」と、意外さや驚きを感じたりするようなときに使われます。
最後の例文のように、「あまり」が名詞に付くときは、間に「の」が入ります。また、「にも」を使うと、(A) の程度がもっと強調されます。
「あまりに」は、「ふつうを大きく超えている」という感覚が中心にある表現です。この感覚は、どの使い方にも共通しています。

Of these rules, which one applies in the following sentence?
その言い訳はあまりにも幼稚すぎる。My dictionary lists 幼稚 as a noun so shouldn’t the last rule apply? Or is -すぎる acting as -する here or something?

Sad to see this question unanswered after 3 years. AFAICT, 幼稚 is a na-adjective, and adding the すぎる makes it a verb. In either case, it needs the adverbial 余りに in front.
But the sentence below does have に preceding a noun, which quite confused me.
