Verb[ても] (A) + Verb[なくても](A)
Like かどうか , another way that Japanese conveys 'whether or not' is through the use of ~ても~なくても. This grammar structure literally means 'even if (A), even if not (A)', to show that whatever the result is will not change, regardless of (A).
~ても~なくても is used primarily with verbs, and will always have the same verb appearing both before ても and なくても.
〜でも 〜でも Whether ~ or, Neither ~ or
〜でも〜でも and ~ても~なくても both express 'whether or not'. 〜でも〜でも shows multiple possibilities, e.g. クッキーでもケーキでも甘いものは食べたい ('I want sweets, whether it's cookies or cake.'). ~ても~なくても shows opposition, e.g. 行っても行かなくても大丈夫 ('It's okay whether you go or not.').
ないまでも May not … but (at least), Even though not, Even if not
Both express that something holds regardless of degree, but the framing differs. ないまでも means ‘even if not to that extent’ and concedes a weaker case while still affirming the main point, often implying partial satisfaction, as in 完璧ではないまでも、十分だ ('Even if it’s not perfect, it’s good enough.'). ~ても~なくても states full irrelevance of the condition, meaning the result is the same whether it happens or not, as in 言われても言われなくとも私はやる ('I’ll do it whether I'm told or not.').
にしても~にしても Regardless of whether
~ても~なくても and にしても~にしても are similar in that both can mean 'regardless of whether it's (A) or (B)'. The difference is that ~ても~なくても contrasts doing something with not doing it, e.g. 行っても行かなくても ('whether you go or not'), while にしても~にしても contrasts two opposing words or expressions, e.g. 勝つにしても負けるにしても ('whether we win or lose').
~ても~なくても and にしろ~にしろ can both mean 'whether it's (A) or (B)', but ~ても~なくても contrasts something with its negative, e.g. 食べても食べなくても ('whether you eat or not'), while にしろ~にしろ typically contrasts two opposing words or ideas, e.g. 勝つにしろ負けるにしろ ('whether we win or lose').
にかかわらず Regardless of, Whether or, No matter, With or without
~ても~なくても and にかかわらず both express that something holds regardless of condition. ~ても~なくても contrasts an action with its negative, e.g. 行っても行かなくても ('whether you go or not'), while にかかわらず can attach to a single noun, e.g. 天気にかかわらず ('regardless of the weather'), or a pair of opposing concepts, e.g. 早いか遅いかに関わらず ('whether early or late').
ようが~まいが Even if, No matter what, Whether or not, [Emphatic], Volitional + が
~ても~なくても and ようが~まいが are identical in meaning, both expressing the idea of 'whether or not', with the difference that ~ても~なくても is more casual and colloquial, while ようが~まいが is more formal/literary and emphatic. For example, 行っても行かなくても and 行こうが行くまいが mean the same thing but differ in tone.
を問わず Regardless of, Whether or not, No matter, With or without
~ても~なくても and を問わず both express 'regardless of', but ~ても~なくても contrasts doing something with not doing it, e.g. 雨が降っても降らなくても ('whether it rains or not'), while を問わず states that something holds true regardless of category or attribute, e.g. 年齢を問わず ('regardless of age').
かどうか Whether or not, If...or not
かどうか expresses uncertainty, like 'whether or not', as in 行くかどうか分からない ('I don't know whether or not they'll go.'). ~ても~なくても presents two opposite possibilities and says the result is unchanged, like 降っても降らなくても行く ('Whether it rains or not, I'm going.').
やら~やら Whether or, Things like, And … so on
~ても~なくても and やら~やら both present multiple possibilities, but ~ても~なくても contrasts something with its negative, e.g. 行っても行かなくてもいい ('Go or don't, it's fine'), while やら~やら loosely lists alternatives, which may include opposites, e.g. 行くのやら行かないのやら ('whether he'll go or not'), or not, e.g. 本やら辞書やら ('things like books and dictionaries').
