À propos de にしたがって
By grouping the う-Verb 従う 'to comply' with に, a common pattern meaning 'to comply with (A)', 'in accordance with (A)', or 'following (A)' will be created. This is a fairly strong and formal structure, indicating that (B) is being controlled or heavily influenced by (A). (B) will often express some kind of ongoing or sudden change caused by (A).
に従って may appear after either verbs or nouns in their dictionary forms.
As this expression is quite formal, it is common to see it used in relation to matters that are usually discussed in formal or official situations, such as laws, standards, conventions, or traditions.

I believe some example sentences are using the ~te form of the verb 従う instead of the phrase ~に従って. The lesson explains that the phrase ~に従って derives from the verb 従う but depending on how they are used, they have two separate meanings. に従って means thing x changes in relation to thing y. 従う (~te form 従って) means to obey. There are sentences using the ~te form meaning of the word included among the examples, such as 僕はただ上司の指示に従って仕事を進めていただけです。. For the sake of clarity, shouldn’t the example section focus on sentences using the phrase 〜に従って as an indicator of change? Not sure myself as both forms may appear on the N2 test. But it was a bit confusing trying to understand how the given example sentence fits with the grammar lesson.
